To open the “Rotate Text about Vertex” command, use the TfNSW Survey Standards Toolbar:
Hold the fourth button down (the Survey Text Create/Edit Toolbar) and select the 4th drop down command – Rotate Text about Vertex.
The Rotate Text about Vertex command does not have a panel, the command will be opened in the Status Bar as shown below.
